2.Learned counsel appearing for the Department seeks time for filing a memo on behalf of the other respondents and to file affidavit.

3.The issue sought to be raised by the petitioner in the miscellaneous petition, which is yet to be numbered, cannot be taken by us along with the issue raised in this writ petition, as the writ petition has been filed as a public interest litigation. Therefore, liberty is given to the petitioner to work out the remedy separately.

4.Accordingly, the matter stands adjourned by six weeks. In the meanwhile, the pleadings are to be completed.
