O R D E R

This review petition is at the instance of the petitioner in W.P.No.3866 of 2015 and the prayer is to review the order dated 16 February 2015 on the basis of the additional information furnished in the review petition.

2. The Writ Petition filed by the petitioner challenging the order denying him promotion was dismissed by this Court on the ground of laches. This Court has very clearly stated that the affidavit filed in support of the Writ Petition does not contain any reasons, much less justifiable reasons, to condone the delay. K.K.SASIDHARAN, J.

3. The petitioner has now given certain reasons in his affidavit filed in support of the review petition. According to the petitioner, his son was diagonzied with bone cancer and he died on 23 August 2013. The petitioner further contended that this reason was omitted to be mentioned in the Writ Petition.

4. This Court dismissed the Writ Petition solely on the ground of laches. There is no question of reviewing the said order on the basis of details given subsequently. There is no error apparent on the face of the record insofar as the order dated 16 February 2015 is concerned. I am therefore of the view that the petitioner has not made out a case to review the order dated 16 February 2015 in W.P.No.3866 of 2015.
