Writ petition filed under Article 226 of the Constitution of India praying for issuance of a writ of mandamus directing the second respondent to pass appropriate orders for granting No Objection Certificate in favour of the petitioner Trust to start D.T.Ed. Course with annual intake of 100 students from the academic year 2016-2017 and to enable the petitioner Trust to apply for recognition from National Council for Teacher Education within a time frame.

By consent, the writ petition itself is taken up for final disposal.

2.The deponent of the affidavit is the Chairman of the petitioner-Trust and he claims that the petitioner-Trust is formed with a laudable object of imparting quality education to the public and doing other welfare measures and it has already established a School to conduct Diploma in Teacher Education and B.Ed. Degree Course and it was also recognised by the National Council for Teacher Education (NCTE).

3.According to the deponent, the petitioner-Trust intends to start D.T.Ed. Course and therefore, had approached the second respondent being the competent authority, to issue No Objection Certificate (NOC) on behalf of the State Government, and accordingly, submitted an application dated 29.5.2015, to the second respondent praying for NOC and since it has not been favoured with any response, it came forward to file this writ petition.

4.Heard the submissions of Mr.G.Sankaran, learned Counsel appearing for the petitioner, Mr.U.Venkatesan, learned Standing Counsel, who accepted notice on behalf of the first respondent, and Mr.Rm.Muthukumar, learned Government Advocate, who accepted notice on behalf of the second respondent.

5.This Court, taking into consideration the limited scope of prayer sought for by the petitioner, and without going into the merits of the same, directs the second respondent to consider and dispose of the petitioner's application/representation dated 29.5.2015, in accordance with law, as expeditiously as possible and not later than four weeks from the date of receipt of a copy of this order and communicate the decision taken, to the petitioner.
