: Respondents (7th respondent deleted as per order dated 22.09.2020 in WP No.11305/2020) Prayer: Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus directing respondents 1, 7, 8 and 9 to frame fresh guidelines to fund Medical Research as a separate stream and to provide appropriate time frame for financing the Implementation of Medical Research Projects at affordable interest rates and further direct the respondents 2, 3, 4, 5, and 6 to frame Guidelines for affordable and cheaper Heart Research and Surgeries for the benefit of the People of India and further directing the respondents to provide utmost importance and priority to medical research through setting up a separate Monitoring committee Consisting of Eminent Doctors and Officials from the Respondents to Monitor, Finance, Operate, and Administer effective and proper implementation of the Medical Research Projects in India through a Single Window system.
