W.P.No.15522 of 2017 is filed under Article 226 of the Constitution of India, praying for the issue of a Writ of Mandamus, directing the respondent herein to direct recruitment for the post of Post Graduate Assistant Teacher in English through the employment seniority list in 2007-2008 and consequently to select and appoint the petitioner herein in the employment seniority list in 2007-2008 for the post of Post Graduate Assistant Teacher in English for the academic session. ORDER

The petitioners seek for a direction to the respondent to appoint them by direct recruitment to the post of Lecturer in Mathematics and Post Graduate Assistant in English based on their employment seniority. The petitioner in W.P.No.15521 of 2017, namely, Ms.N.Vijayalakshmi, after passing the B.Sc. (Mathematics) Degree during 1989 from University of Madras, registered her name in the employment office on 4.9.91. Thereafter, she has also completed the M.Sc., M.Phil and B.Ed., Degrees in Mathematics during 1991, 1993 & 1995 from the University of Madras.

Similarly, the petitioner in W.P.No.15522 of 2017, namely, Mr.P.T.Narayanan, after passing the B.Sc.(Botany) and M.A. (English) Degrees during 1986 & 1988 from University of Madras, registered his name in the employment office on 18.7.90. Thereafter, he has also completed the B.Ed., and M.Ed., Degrees in English from Annamalai University during 1989 & 1991. According to the petitioners, based on these qualifications, they were issued with the intimation letters for certificate verification by the respondent-Teachers Recruitment Board on 25.6.2007 & 29.5.2008 respectively. It is their further claim that again they were issued with the intimation letters for certificate verification on 24.8.2007 & 3.3.2010 respectively. Hence they should be considered for appointment to the post of Lecturer (Mathematics)/Post Graduate Assistant (English).

2. When the method of selection for the post of Lecturer (Mathematics) or Post Graduate Assistant (English) in the Government Colleges/Schools has been changed by the Teachers Recruitment Board, the petitioners have to apply as and when any notification is issued by the respondent for any post in the teaching profession. Leaving that course, they cannot come to this Court seeking a direction to the respondent to consider their candidature. Therefore, the writ petitions fail and they are dismissed. No costs.
