Petition filed under Article 226 of the Constitution of India praying for issue of Writ of Certiorarified Mandamus to call for the records of the respondent in so far as declaring the petitioner as not qualified for the next stage in the recruitment of Sub Inspectors of Police Taluk (Men & Women) - 2015, quash the same and direct the respondent to consider and include the petitioner's name for selection under sports quota. O R D E R

(Order of the Court was made by The Hon'ble Chief Justice) The petitioner, who is an in-service candidate, applied under the Open Sports Quota for recruitment to the post of SubInspector in pursuance to the advertisement issued on 08.02.2015. 2.The difficulty in the case of the petitioner is that he claims to have participated in a tournament of 'Beach Kabbadi', while the approved list of games and sports specified in Clause

7 (iii) providing for eligibility under 10% sports quota for representing the State at National Level Competition does not specify the said event, though Kabbadi is specified as an event. We have already opined vide order dated 15.10.2015 in W.P.Nos.26090 to 26092 of 2015 (between H.Sathish Kumar and others vs. The Chairman / Director General of Police, Tamilnadu Uniformed Services Recruitment Board, Chennai and another) that we cannot extend the number of events for the benefits of the sports quota, as the norms are clear.

3.Learned counsel for the petitioner does seek to contend that 'Beach Kabbadi' is also another kind of Kabbadi. However, the documentation annexed to the counter-affidavit show that the communication of the Tamil Nadu Amateur Kabbadi Association dated 26.10.2015 clearly specifies that the petitioner played ''on the beach sand only'' in the 6th Beach National Kabbadi Championship held in Goa in May, 2013. The respondent department, in fact, sought clarification on account of the nature of event and it was opined on 30.10.2015 by the Certificate Issuing Authority as under:

1. Beach Kabaddi only.

2. There are 12 players taking part in the regular Kabaddi.

3. There are 6 players taking part in the beach Kabaddi.

4. Please refer the photo copy for Play rules & Difference between Regular Kabaddi and beach Kabaddi.''

4.The aforesaid shows that Beach Kabbadi is a different event having half the number of players and different rules. 5.In view of the aforesaid, we cannot render any assistance to the petitioner.
