Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, to direct the first respondent not to appoint any Panchayat Secretary in the Mullipakkam Village, Tiruporur Taluk, Kancheepuram District till the Panchayat President elected and assumed charges as Panchayat President.

The relief as such sought for in the present writ petition is for a direction to direct the first respondent not to appoint any Panchayat Secretary in the Mullipakkam Village, Tiruporur Taluk, Kancheepuram District till the Panchayat President elected and assumed charges as Panchayat President.

2. The relief as such sought for in the present writ petition is absolutely misconceived. The writ petitioner has not established any legal right in his prayer.

3. This being the factum, this Court is of an opinion that the grounds raised in the present writ petition is that the writ https://hcservices.ecourts.gov.in/hcservices/

petitioner is eligible and he should be appointed as Panchayat Secretary deserves no consideration.

4. The appointment to the post of Panchayat Secretary must be done in accordance with the rules in force and by following the procedures contemplated under law. While undertaking the process of selection, equal opportunity must be provided to all the persons and the writ petitioner is at liberty to submit his application, if any recruitment notification issued for the post of Panchayat Secretary.
