Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the respondents to grant permission to the petitioner to conduct the temple festival and the events thereon which is scheduled to be held on 03-08-2015 and 04-08-2015 at Arulmigu Sri Rakkiyanna Swamy Temple situate at Seerapalli village, Rasipuram Taluk, Namakkal District based on petitioner's representation dated 20-07-2015. By consent, the writ petition is taken up for final disposal. 2.The petitioner claims to be the organizer of group of Adi Dravidars of Seerapalli village and in connection with the temple festival of Arulmigu Sri Rakkiyanna Swamy Temple situated at Seerapalli village, Rasipuram Taluk, Namakkal District, he submitted
an application dated 18.07.2015 to the fourth respondent praying for permission to conduct cultural programme which includes song and dance programme to be held on 03.08.2015 and 04.08.2015 and it was also followed by a representation dated 20.07.2015 to the first respondent and since no orders have been passed, came forward to file this writ petition.
3.The learned counsel appearing for the petitioner would submit that in the event of permission being granted, there will not be any law and order problem and no vulgarity or obscenity will be there in that place and prays for appropriate orders.
4.Heard the submissions of Mr.C.Prabakaran, learned counsel appearing for the petitioner and Mr.R.Vijayakumar, learned Additional Government Pleader who accepts notice on behalf of the respondents. 5.This Court in the light of the facts and circumstances and without going into the merits of the representation made by the petitioner directs the fourth respondent to consider and dispose of the application/ representation dated 18.07.2015 in accordance with law on or before 02.08.2015 and inform the decision taken, to the petitioner.
