This Writ Petition is filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the respondents to permit and include the name of the Petitioner to participate in the upcoming MOP UP Round Counselling for admission to PG Degree/Diploma Courses (management quota ) for the academic year 2020-2021. This Writ Petition has been filed for the issuance of a Writ of Mandamus directing the respondents to permit the petitioner to participate in the MOP UP Round Counselling for admission in PG Courses for the academic year 2020-2021.

The only ground that has been stated by the petitioner in the affidavit filed in support of the Writ Petition is that he was not aware about the application called for by the respondents for counselling, after the revised cut of marks for MOP UP Round Counselling.

The petitioner has not even registered himself to participate in the counselling.
The entire process of registration happened through online and all the participants across the country are participating in the selection only by applying online. The petitioner, even without applying for registration to participate in the MOP UP Round Counselling, cannot straightaway approach this Court and seek for a direction to the respondents to permit the petitioner to participate in the counselling. To issue a Writ of Mandamus, the petitioner must first establish that he has the legal right. This court is not able to find any legal right in favour of the petitioner, since the petitioner has not even registered for participating in the counselling. In view of the same, this Court is not inclined to grant the relief as prayed for by the petitioner. 4.
Accordingly, this Writ Petition is dismissed. No costs.
