Respondents PRAYER : Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the respondents to prepare a regular panel of Deputy Registrars of Co-operative Societies for promotion to the category of Joint Registrar of Co-operative Societies every year as per Rule 4(a) of General Rules, right from 2013 and approve the same and consequently, to promote the petitioners notionally from anterior dates, the dates on which the petitioners would have been promoted as Joint Registrar of Co-operative Societies had the panel for promotion to Joint Registrar of Co-operative Societies been prepared every year and promotions made in accordance with law and to fix their basic pay in the promoted post accordingly from that respective anterior date for each petitioner and pay them the arrears therefor.
