Respondents Petition under Article 226 of the Constitution of India, praying for the issue of a Writ of Mandamus, directing the first respondent to consider the representation of the petitioner dated 27.4.2017 and pass orders therein on merits submitted for taking necessary action in a manner known to law against the third and fourth respondents, for having caused mental agony and untold hardship to him, having deprived him of the promotion to the post of Head Master in the fourth respondent School. ORDER

The petitioner, who was permanently retired from service as Assistant Headmaster by the third respondent on 30.6.2010, has come to this Court belatedly with a huge and unexplained delay of seven long years, by making a representation only on https://hcservices.ecourts.gov.in/hcservices/

27.4.2017 for taking legal action against the third and fourth respondents, on the ground that they had delayed his promotion, as a result he was put to mental torture and agony.

2. When the petitioner retired from service on 30.6.2010 from the post of Assistant Headmaster, I do not find any justification for the petitioner to come to this Court with a huge and long delay. Therefore, this Court holds him guilty of laches and accordingly, the writ petition stands dismissed. No costs.
