When the matter is taken up for hearing, it is brought to the notice of this Court that the petitioner has never approached the authority seeking permission to conduct the cultural programmme in the "Sri Valli Devasena Samedha Sri Subramani Swami Koil" situated at Chandrapuram Village, Naatrampalli Taluk, Vellore District, scheduled to be held on 12.09.2018. He has simply sent the representation dated 23.08.2018 by post to the respondent.

2.Without approaching the respondent for appropriate orders, the petitioner cannot file a writ and hence, this Writ Petition stands dismissed. No costs.
