Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Certiorarified Mandamus, calling for the records of the 2nd respondent herein culminating in the impugned promotion panel vide Na.Ka.No.32928/R1/2013 on the file of 2nd respondent herein, dated 17.01.2014 and quash the same and direct the respondents 1 to 3 herein to include the petitioner's name in Sl.No.5 in the impugned promotion panel within the time frame as may be fixed by this Hon'ble Court.
