Other than a copy of the representation, no material has been placed on record - photographs, sketch etc. No ground work appears to have been done before filing the petition.

2. Since the relief prayed for is limited, we may only observe that if the petitioner files the requisite materials in support of his representation before the competent authority, then only would the authority bestow consideration on the representation of the petitioner.
