This cannot be given a colour of public interest litigation. The affected parties can seek redressal of their grievances in terms of our judgment in Writ Petition No.22489 of 2015 (S. Maheswaran vs. The Secretary to Government of Tamil Nadu, Public Works Department, Chennai and others) dated 27.07.2015.
