O R D E R
Pursuant to the earlier order passed by this Court on 13.06.2025, the respondent has filed a Status Report before this Court today, indicating the number of cases in which the charge sheets have not been taken on file and the cases still under investigation as on 30.06.2024. However, the fact remains that final reports filed by the Investigating Officer through the 1/4
online portal have not been taken on file. In this regard, this Court has already passed an order in Crl.O.P.No.22823 of 2025 dated 18.08.2025, directing the Registrar General to collect particulars from all the districts throughout the State and file a comprehensive report before this Court regarding the total number of final reports filed through e-filing portal since 15.09.2023 and the number of final reports that are yet to be taken on file as on date.
2. The order of this Court dated 18.08.2025 reveals an alarming figures of more than 1,75,000 final reports have not been taken on file. Therefore, before the comprehensive reports directed in the earlier order are received, this Court is of the view that immediate steps must be taken by both the Superintendents of Police of all the Districts and the Principal District Judges/Chief Judicial Magistrates of all districts.

Accordingly, this Court directs the Principal District Judges of all districts to conduct a monitoring meeting with the Superintendents of Police of the districts concerned and to submit a Report explaining why the final reports have not been taken on file despite the final reports having been filed through e-filing and also suggesting the modalities to be adopted 2/4
to ensure that the final reports are taken on file. Such exercise shall be completed within one week and the report shall be submitted to this Court for further directions.
4. Since the Madurai Bench of this Court has already gone into the issue and passed orders in respect of the jurisdiction of the Madurai Bench, the Registry is directed to communicate this order to all the Principal District Courts and the Chief Judicial Magistrate Courts falling under the jurisdiction of the Principal Bench of this Court. The Report shall reach this Court on or before 03.10.2025.
