O R D E R

This Writ Petition (Criminal) has been filed to direct the 1st respondent to issue a No Objection Certificate to the petitioner to run a SPA, i.e., cross-relaxation massage, in the name and style of "Studio 9 Unisex Saloon" at No. 516, M.T.H. Road, Varadharajapuram, Ambattur, Chennai - 600 053, by passing orders on the petitioner's representation dated 23.03.2026.

2. The petitioner was running a SPA in the name and style of "Studio 9 Unisex Saloon" at Ambattur, Chennai, and had sent a representation on 23.03.2026 to the respondents seeking a No Objection Certificate, thereby enabling the petitioner to obtain a licence to run the SPA.

3. The learned Additional Public Prosecutor submitted that the petitioner had sent a representation through post on 23.03.2026, but thereafter did not appear before the respondent or produce any documents to show that he has been running the SPA at the said address without any objection from the landowner, what facilities are provided and whether a register is maintained and CCTV cameras are installed. No details have been 2/4

provided. Unless the petitioner appears and produces all the relevant documents, appropriate certificates can be issued.

4. The learned counsel for the petitioner undertakes that the petitioner will appear before the 2nd respondent on 27.04.2026 along with supporting documents. Thereafter, the police shall consider the petitioner's representation and issue a No Objection Certificate, if all conditions are satisfied.
