Mr.J.Kumaran, learned Government Advocate (Puducherry) takes notice for the respondents. By consent of the parties, the main writ petition is taken up for final disposal at the admission stage itself.
2. The petitioner seeks for a Mandamus directing the respondents to receive and consider the sale deed dated 22.09.2017 in accordance with the procedure established by the Indian Registration Act by considering representation dated 25.09.2017.

The grievance of the petitioner is that the 2nd respondent is not receiving the sale deed dated 22.09.2017 for registration even though the petitioner is having all the relevant records in support of their claim. Needless to say that this Court, at this stage, cannot express any view on the claim made by the petitioner, as it is for the respondents to consider and decide, while considering his representation dated 25.09.2017. Therefore, this writ petition is disposed of, only with a direction to the first respondent to consider the representation of the petitioner dated 25.09.2017 and pass orders on the same on merits and in accordance with law, after giving due opportunity of hearing to the petitioner.
