ORDER
By consent of both parties, these writ petitions are taken up for final disposal at the admission stage itself.
2.The learned counsel for the petitioners in respect of WP.No.13536 of 2026 filed withdrawal letters of petitioners 3, 5, 6, 7, 9 and 10 and the same is taken on record. Accordingly, the writ petition in WP.No.13536 of 2026 stands dismissed as withdrawn with respect to the petitioners 3, 5, 6, 7, 9 and 10. Similarly, learned counsel for the petitioners with regard to WP.No.13571 of 2026 has filed withdrawal letters of petitioners 2,3,4,5,6,12,17 & 20 and the same is taken on record. Accordingly, the writ petition in WP.No.13571 of 2026 stands dismissed as withdrawn with respect to the petitioners 2,3,4,5,6,12,17 & 20.
3. WMP.Nos.14790 of 2026 &14840 of 2026 have been filed to permit the respective petitioners to file single writ petition. These petitions are ordered on payment of separate court fee.

These petitions have been filed directing the Respondents 1 and 2 to direct the respondents 3 to 9 and 3 to 12 respectively to return the (1) Original 12th Mark Sheet (2) Original UG Mark sheets (3) Original UG Degree Certificate (4)Original PG Provisional, (5) Original PG Mark Sheets, (6) Original PG Degree Certificate, (7) Original 10th Certificate and all other
original documents deposited by respective petitioners retained by the Respondents 3 to 9 and 3 to 12 respectively regarding the Post-Graduation Courses of the petitioner respectively.
5. The case of the petitioners is that, they are qualified Doctors and had pursued Post Graduate Degree (in short P.G) in the respondents 3 to 9 and 3 to 12 respectively. At the time of admission, the petitioners were directed to submit their original documents and certificates to the respective respondents colleges as a compulsory pre-condition to secure admission in the said colleges. In addition, the petitioners, being non-service candidates, were also required to sign a bond for a sum of Rs.40,00,000/- with the undertaking that they would serve the Government of Tamil Nadu for a period not less than two years. Though the petitioners had completed the course in the month of November 2025, till date, they have neither been granted bond postings nor have their original documents submitted, at the time of admission, been returned. Hence, the petitioners have come up with the present Writ Petition.

The learned counsel appearing for the respective petitioners submitted that though the petitioners have successfully completed their P.G course during November 2025, they were neither provided with bond postings nor were their original certificates and documents collected during the time of admission to the P.G. course returned which is wholly unsustainable. Therefore, retention of the
certificates and documents of the petitioners by the respondents and restraining the certificates from acquiring job in private sector is not sustainable and therefore submitted that it would suffice, if this Court issues direction to the respondents 3-9 and 3 to 12 respectively to return the original certificates and documents of the petitioners, enabling them to obtain job in any of the private sector.

The learned Government Advocate appearing on behalf of the respondents, on instructions, submitted that, as per the Prospectus, the petitioners are directed to serve the Government of Tamil Nadu for a period of two years from the date of completion of their PG course and that their Certificates will be released only after successful completion of the bond period of two years.
8. Heard the arguments advanced by the learned counsel on either side.
9. Having regard to the submissions advanced by the learned counsel on either side, this Court is of the considered view that the petitioners having completed their P.G. Course even as early as during the month of November 2025, retaining the original certificates/ documents submitted by the petitioners at the time of admission to the respective respondents colleges, without issuing Posting Orders is wholly unsustainable and also restraining the petitioners from
acquiring job elsewhere cannot be acceded to.

Hence, there shall be a direction to the 1st and 2nd respondents to issue Posting Orders to the petitioners and pay them proper stipend within a period of six (6) weeks from the date of receipt of a copy of this order, failing which, the respondents 3 to 9 and 3 to 12 are directed to release the original certificates and documents submitted by the petitioners during the time of admission within a period of one (1) week thereafter, enabling them to acquire job elsewhere.
11. Accordingly, these writ petitions are disposed of. No costs.
