Respondents Petition under Article 226 of the Constitution of India, praying for the issue of a Writ of Certiorarified Mandamus, calling for the records relating to the impugned news bulletin daily thanthi dated 14.08.2017 issued by the first respondent for filling up the post of Anganwadi Worker, Mini Anganwadi Worker and Anganwadi Helper under the Child Development Programme, quash the same and consequently direct the respondents herein to conduct free and fair selection process in filling up of Anganwadi Worker, Mini Anganwadi Worker and Anganwadi Helper under Child Development Programme by following the rule of reservation.

ORDER

The present writ petition challenging the impugned news bulletin in 'Daily Thanthi' dated 14.8.2017 issued by the first respondent for filling up the post of Anganwadi Worker, Mini Anganwadi Worker and Anganwadi Helper under the Child Development Programme cannot be taken up for consideration, since the G.O.Ms.No.110, Social Welfare and Nutritious Meal Programme (SW7) Department dated 14.5.2012 has specifically mentioned in paragraph 4.1 that the District Collector/District Programme Officer concerned except Chennai will call for applications for filling up of vacancies in the respective Anganwadi Centre indicating the eligibility criteria through https://hcservices.ecourts.gov.in/hcservices/

press release. The HOD of Integrated Child Development Services Department/District Programme Officer, Chennai will call for applications in respect of vacancies in the respective Anganwadi Centre in Chennai District. Based on the said direction, the press release has been issued calling for applications from the eligible candidates for the said post. When the petitioner has not even applied for the said post, she cannot challenge the impugned news bulletin. Therefore, the writ petition fails and it is dismissed. Consequently, W.M.P.Nos.27715 & 27716 of 2017 are also dismissed. No costs.
