2. In Paragraph Nos. 7, 8 and 9 of the affidavit filed in support of the above petition, the petitioner has satisfactorily explained the reasons for the delay.

3. Mr.M.Sriram, learned counsel appearing for the 3rd respondent vehemently contended that the petitioner has not explained the reasons for the delay in a proper manner.
