ORDER
This Writ Petition has been filed for the issuance of Writ of Mandamus, directing the third respondent to issue the patta in the name of the petitioner by his representation dated 15.04.2015.

Heard Mr.B.Venkatesan, learned counsel appearing for the petitioner, Mr.V.Jeevagiridharan, learned Additional Government Pleader appearing for the respondents 1 to 3 and Mr.T.Chezhian, learned Additional Government Pleader (HR and CE), appearing for the respondents 4 and 5.

The petitioner made a representation for issuance of patta by the representation, dated 15.04.2015 in respect of the property comprised in Survey No.178/11, Old Survey No.178/10 in Patta Nos.196 and 54, to an extent of 1302 sq.ft, situated at No.1/A, Vasantham Nagar, Zamin Pallavaram, Chennai 600 117, before the second respondent. On receipt of the same, the second respondent directed the Revenue Divisional Officer, Tambaram, to send a report. Accordingly, the Revenue Divisional Officer, Tambaram, called for the reports from the Revenue Inspector, Pallavaram and the Village Administrative Officer. Even after the receipt of the same, the Revenue Divisional Officer, Tambaram, did not send any report to the second respondent.

Considering the above, the Revenue Divisional Officer, Tambaram, is directed to send a report as required by the second respondent, within a period of four weeks from the date of receipt of a copy of this order. On receipt of the same, the second respondent is directed to conduct an enquiry, after giving an opportunity of hearing to the petitioner and the counter parties if any, pass orders on merits and in accordance with law, within a period of twelve weeks thereafter. 5.
