A request was made to the State Government for financial sanction by 15.10.2015 as stipulated and necessary sanction had to be obtained within 15 days of the receipt of the proposal. Unfortunately, even till today, the formal order has not been issued. We were thus inclined to issue a notice of contempt to the second respondent, but learned Government Pleader requests for some indulgence and states that the formal order will be positively issued by 16.12.2015 and the work would be completed within three months thereafter as stipulated.

2. We find it difficult to have faith in what is being proposed and thus we would like to see necessary work at least be started, and for that purpose, we consider it appropriate to keep the matter at an earlier.
