Respondents Writ Petition is filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Mandamus, directing the second respondent to consider the case of the petitioner as priority certificate holders and send appropriate sponsorship certificate as and when any requisition is made by the relevant authorities.

ORDER

The writ petitioner is claiming sponsorship from the District Employment Exchange on the ground that the family of the writ petitioner has issued with a certificate of priority under the category of land losers.

2. The writ petitioner states that his family has parted with 50 cents of land in the process of land acquisition in the year 1959 for the purpose of issuing free house sites to the landless Adi Dravidars in Tharakshi Village. In this regard, a certificate was issued to the writ petitioner for claiming priority in the matter of public employment.

3. The writ petitioner is unable to substantiate that the respondents have violated the employment seniority in this regard under the priority category. In the absence of establishing that the respondents have violated any rules or seniority, the writ petition cannot be entertained. A mere possession of a priority certificate will not confer any right on the writ petitioner to claim the sponsorship. The sponsoring candidates by the Employment Exchanges are to be made in accordance with the seniority.

4. Thus, it is needless to state that the case of the writ petitioner would be considered in accordance with the employment seniority and as per the rules in force. Under these circumstances, the writ petitioner has not established even the semblance of right, so as to entertain the present writ petition and accordingly, the writ petition stands dismissed. However, there shall be no order as to costs.
