PRAYER: Writ Petition is filed under Article 226 of Constitution of India, pleased to issue a Writ of Mandamus, directing the first and second respondents to grant permission to conduct the cultural programme of Adal Padal on 03.06.2023 at 6.00 P.M. to 11.00 P.M at "Sri Venkatraman Swamy Temple Festival" Nedungal Village, Nedungal Post, Kaveripattinam Taluk, Krishnagiri District, by consider and pass orders on the representation dated 21.04.2023 made by the petitioner within the time frame as may be fixed by this Court.

O R D E R

The Writ Petition has been filed to direct the respondents to grant permission to conduct cultural Programme (Adal Padal Nigalchi) in the event of "Sri Venkatraman Swamy Temple Festival" Nedungal Village, Nedungal Post, Kaveripattinam Taluk, Krishnagiri District, on 03.06.2023 at 6.00 P.M. to 11.00 P.M, by considering the petitioner's representation dated 21.04.2023.

2.The learned counsel appearing for the petitioner submitted that in order to conduct the cultural programme in the event of "Sri Venkatraman Swamy Temple Festival" Nedungal Village, Nedungal Post, Kaveripattinam Taluk, Krishnagiri District, on 03.06.2023, the petitioner has sent a representation, dated 21.04.2023 to the respondent Police. But, the same has not been considered so far. Hence, the present writ petition has been filed. 3.The learned Government Advocate (Criminal side) appearing for the respondents submitted that the respondent police has received the representation of the petitioner and the same is pending for consideration.

4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Criminal side) appearing for the respondent/Police.

5.It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondent police is hereby directed to consider the representation of the petitioner, dated 21.04.2023 and pass suitable orders based on the above said circular.

6. With the above direction, this Writ Petition is disposed of. No costs.
