Respondents PRAYER : Writ petition filed under Article 226 of the Constitution of India praying for a writ of Mandamus, directing the respondents 2 and 3 to confirm the public auction sale held on 06.09.2013 and issue a letter of allotment to me after getting an order for conversion from the 4th respondent in respect of the site No.SHU 054 measuring 20360sq.ft., situate in Koottapalli Housing Scheme II, Tiruchengode, Namakkal District or to refund Rs.1,41,12,000/- with interest at the rate of 17% from 06.09.2013 till realization by considering his representations dated 28.01.2015, 16.03.2016, 06.10.2017 and 08.12.2017.
