Writ petition filed under Article 226 of the Constitution of India, for issuance of a Writ of Mandamus, directing the respondents to accept the petitioner's son Minor.S.Dhamodaran's Application Number 214687 and allot the random number engineering cutoff mark 196/200 MBC and permit the petitioner's son to attend the TNEA Counseling to be held in the month of June/July of 2017.

The petitioner seeks for a mandamus directing the respondents to accept the application of her son viz., Minor S.Dhamodaran and allot the random number engineering cutoff mark by permitting the petitioner's son to attend the TNEA Counseling to be held in the month of June/July of 2017.
2. The case of the petitioner is as follows : 2.1. She is a widow belonging to Most Backward Class and her son viz., Minor S.Dhamodaran, studied Higher Secondary Course, Group-I and scored 1140/1200 marks in the Higher Secondary Examination conducted in the month of March, 2017 and his Engineering cutoff marks is 196/200.
2.2. The petitioner's son registered his On-line application for B.E./B.Tech., counseling on 18.05.2017. However, the hard copy of the application with relevant documents were not sent within the last date i.e., 03.06.2017, since the petitioner being an illiterate lady, is not aware of the schedule. Later, after issuing the release of the random list, the petitioner realized the mistake and thereafter, sent the hard copy of the application to the first respondent on 21.06.2017. Since, the counseling has not taken place so far, the petitioner may be permitted to take the counseling.

The learned standing counsel appearing for the respondents, based on the instructions, submitted that when the advertisement issued inviting the applications for single window admission for the first year B.E./B.Tech., degree course, clearly indicated the last date for registration and filing of application as 31.05.2017 and the last date for receipt of filled in On-line application as 03.06.2017, the petitioner having not send the hard copy of the On-line application on or before 03.06.2017, is not entitled to seek for any indulgence from this Court.

5. It is seen that the petitioner's son after making the application by On-line on 18.5.2017 has, admittedly, not sent the hard copy of the said application with relevant documents within the cut off date i.e., on 03.06.2017.
6. The only reason stated for not doing so, is that the petitioner viz., the mother of the applicant is an illiterate lady. Certainly, such cannot be stated as a reason for not making application in time, especially, when the schedule for making the application through On-line as well as through hard copy are very clear and categorical about the last date for submitting those applications. When the time schedule was
already fixed and made public to all the aspirants, strict adherence to time schedule is necessary and if such time schedule is not adhered to, at the instance of the petitioner like persons, it would only open the flood gate apart from obstructing the whole process already taken place.
7. Therefore, this Court is not in a position to come to the rescue of the petitioner. Accordingly, I find no reason to issue any direction as sought for in this writ petition. Consequently, this writ petition is dismissed. No costs.
