PRAYER: Writ Petition is filed under Article 226 of Constitution of India, pleased to issue a Writ of Mandamus, directing the second respondent to grant permission and protection to conduct the temple festival from and cultural programme scheduled to be held on 03.05.2023 at about 06.00 pm to 11.00 pm at Arulmigu Sri Muthu Mariamman Temple, in Kattu Kottakai, Kariyanur Village, Veppanthattai Taluk, Perambalur District by considering the petitioner representation dated 25.04.2023.

ORDER

This Writ Petition has been filed directing the second respondent to grant permission and protection to conduct the temple festival from and cultural programme scheduled to be held on 03.05.2023 at about 06.00 PM to 11.00 PM at Arulmigu Sri Muthu Mariamman Temple, in Kattu Kottakai, Kariyanur Village, Veppanthattai Taluk, Perambalur District by considering the petitioner representation dated 25.04.2023.

The learned counsel appearing for the petitioner submitted that in order to conduct the cultural programme in the event of Arulmigu Sri Muthu Mariamman Temple, in Kattu Kottakai, Kariyanur Village, Veppanthattai Taluk, Perambalur District at about 06.00 PM to 11.00 PM, the petitioner has sent a representation dated 25.04.2023 to the second respondent. But, the same has not been considered so far. Hence, the present writ petition has been filed. 3.The learned Government Advocate (Crl.side) appearing for the respondents submitted that the respondent police has received the representation of the petitioner and the same is pending for consideration.

4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing for the respondent police.

5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondent police is hereby directed to consider the representation of the petitioner, dated 25.04.2023 and pass suitable orders based on the above said circular.
