O R D E R

With consent of both sides, this Writ Petition has been taken up for disposal at the admission stage itself.

2. This Writ Petition has been filed challenging the order dated 21.03.2025 on the file of the third respondent, thereby rejecting the request made by the petitioner seeking permission to conduct a protest meeting on 27.04.2025 at LIC, Vaniyambadi Bus Stand, Tirupattur District.

3. The petitioner is the office bearer of the All India Scheduled Caste Yuvjan Samaj Organization. He intended to conduct a protest meeting to be held on 24.03.2025 and sought permission from the third respondent, and it was rejected.

4. The learned counsel for the petitioner would submit that the petitioner sought permission to conduct a public meeting; it can be granted with certain conditions. In fact, after rejection of the earlier representation, and subsequently, another representation was made to conduct a protest.

5. On a perusal of the records, it is revealed that the petitioner intended to conduct a protest for a private dispute against the Police Department for their inaction. That apart, in respect of the said dispute, already a suit is pending in O.S.No.131 of 2013 on the file of the District Munsif Court, Vaniyambadi. Therefore, if a private dispute is agitated by particular persons by way of protest, it leads to law and order issues. That apart, the private dispute cannot be turned into a public dispute, and as such, the third respondent rightly rejected the request made by the petitioner, and this Court finds no infirmity or illegality in the order passed by the third respondent, and the Writ Petition is liable to be dismissed. 3/5

6. Accordingly, this Writ Petition is dismissed. Consequently, the connected Miscellaneous Petition is closed. No costs. 22.04.2025 Index:Yes/No kv To
