The present petition has been filed to direct the respondents to register a case based on the complaints given by the petitioner dated 19.09.2015 and 24.09.2015.

2. The petitioner herein borrowed a sum of Rs.3 lakhs as loan from the one Kalai and repaid the same with exorbitant interest totalling to Rs.9 lakhs. On discharge of the loan, the petitioner requested said Kalai to return the blank stamp paper obtained from him. But, he refused to return the blank stamp paper. Hence, the petitioner lodged a complaint on 27.09.2015. Since the respondent has not taken any action on the said complaint, the petitioner came forward to file this petition.

3. Heard the learned counsel for the petitioner and the learned Additional Public Prosecutor appearing for the respondents.

Considering the rival submissions, this Court directs the second respondent to conduct enquiry on the complaint given by the petitioner dated 27.09.2015 and if materials are gathered indicating commission of any cognizable offence, the second respondent is directed to proceed further in accordance with law, as early as possible.

5. This criminal original petition is disposed of accordingly.
