Prayer: Writ Petition is filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Mandamus to direct the 1st respondent to pass orders regarding genuineness of social status and verification of Kurumans (ST) community certificate of the petitioner in proceedings No.R.Dis:691/24-06-2015 issued by the Revenue Divisional Officer, Tirupattur dated 24.06.2015 and forward the same to the 4th respondent to enable the petitioner to obtain M.B.B.S. Degree certificate from the 4th respondent.

The petitioner has come out with the present Writ Petition for a direction to the 1st respondent to pass orders regarding genuineness of social status and verification of Kurumans (ST) community certificate of the petitioner in proceedings dated 24.06.2015 issued by the Revenue Divisional Officer, Tirupattur and forward the same to the 4th respondent to enable the petitioner to obtain M.B.B.S. Degree certificate from the 4th respondent.

2. By consent of the learned counsel appearing for the petitioner as well as Mr.A.Selvendran, learned Special Government Pleader, who takes notice for the respondents, the Writ Petition is taken up for final disposal at the stage of admission itself.
3. Heard the learned counsel appearing for the petitioner as well as learned Special Government Pleader appearing for the respondents and perused the entire materials on record.
4. According to the petitioner, she belongs to Kurumans ST community. Her father's own brother had obtained Kurumans ST community certificate. The petitioner's father preferred an application to the Revenue Divisional Officer (RDO), Tirupattur, on 25.04.2012 to issue community certificate to her and her sister. The RDO, Tirupattur, by order dated 10.08.2012 rejected the application holding that she belongs to Kurumbar community. Thereafter, the petitioner's father filed W.P.No.4805 of 2014 and this Court set aside the order of the RDO, Tirupattur and remanded back to them for fresh consideration. However, the RDO, Tirupattur, again rejected her claim. As against the same, the petitioner's father filed W.P.No.2685 of 2015. Pending the said Writ 3/6
Petition, the RDO, Tirupattur, decided to issue community certificate to the petitioner on condition to withdraw W.P.No.2685 of 2015. After withdrawal of the said Writ Petition, proper enquiry was conducted and community certificate was issued to the petitioner on 24.06.2015 stating that she belongs to Kurmans ST community. The petitioner joined medical college and completed her MBBS course in the year 2021. The community certificate issued to the petitioner was sent for verification to the 1st respondent. In 2021, the 1st respondent conducted enquiry. Till now orders are not passed. Due to pendency of verification of her community certificate, the Degree certificate was not issued by the College. Therefore, the petitioner has come out with the present Writ Petition.

Considering the submissions made and nature of relief sought for, the 1st respondent is directed to conduct enquiry if not concluded and pass orders regarding genuineness of Kurumans ST community certificate of the petitioner, as expeditiously as possible, in any event, not later than three months from the date of receipt of a copy of this order. 4/6
6. With the above directions, the Writ Petition is disposed of. No costs.
