ORDER

Heard Mr.C.Prakasam, learned counsel for the petitioner and Mr.M.L.Mahendran, learned Government Advocate appearing for the 1st respondent and with their consent, the writ petition is disposed of at the admission stage itself. Since the writ petition is disposed of without notice to the 2nd respondent, the merits of the allegations made by the petitioner as against the 2nd respondent are not gone into and the same is left open to the 1st respondent to take note of the same.

2.The petitioner seeks for issuance of a writ of mandamus for a direction to the 1st respondent to consider and pass orders on his representation dated 27.10.2014.

3.The petitioner sent a written representation dated 27.10.2014 to the 1st respondent to cancel the patta issued to the 2nd respondent in respect of the properties in question and to transfer the patta in her name. Since no action has been taken on the said representation, the petitioner is before this Court.

4.In the light of the above, without going into the merits of the petitioner's contentions, there will be a direction to the 1st respondent to consider the petitioner's representation dated 27.10.2014, after issuing notice to the petitioner as well as to the 2nd respondent and to all other persons who are likely to be aggrieved and pass orders on merits and in accordance with law as expeditiously as possible, preferably within a period of three months from the date of receipt of a copy of this order.

5.The writ petition is disposed of with the above direction. No costs.
