Petition under Article 226 of the Constitution of India praying for issue of a Writ of Mandamus directing the respondents to include petitioner's application No. A31700405 and name in the rank list of admission (2017-2018) to L.L.B degree course in the affiliated Government Law Colleges in Tamil Nadu and consider the same based on petitioner's representation dated 03.10.2017.

The petitioner has filed the writ petition seeking a mandamus to the respondents to include his application and name in the rank list of admission (2017-2018) to L.L.B Degree course in the affiliated Government Law Colleges in Tamil Nadu. 2.
The petitioner, who studied IX standard in Government Higher Secondary School, Melattur, on coming down to Chennai, joined the Chennai Corporation School. But, he could not continue his studies. Therefore, he applied to write SSLC examination privately and passed the examination. He even wrote Plus two examination privately and passed the same in 2014. joined Degree Course, namely, B.C.A. during 2014-2017 through Distance Education in Tamil University, Thanjavur and passed the examination. Thereafter, he applied for Dr.Ambedkar Law University for admission to three year LLB course. However, his application was rejected for the reason that he studied SSLC and HSC through private study.

Heard the learned counsel for the petitioner and Mr.L.P. Shanmugasundaram, learned Special Govt. Pleader for Ambedkar University.

It is well-settled by the Honourable Supreme Court in the judgment rendered in Annamalai University V. Secretary to Government and Others reported in 2009 (4) SCC 590 that only students, who passed X standard, Plus Two Course and Degree Course through regular study are entitled to get admission for further studies. Since the petitioner wrote SSLC examination, HSC examination privately and did his Degree Course through Distance Education, the respondent University is right in rejecting his application.
