Petitions under Article 226 of the Constitution of India, praying for the issue of a Writ of Mandamus, directing the second respondent to grant hoarding licence based on the petitioners' applications in Form-I. For Petitioners::

ORDER

(Order of the Court was delivered by R.SUBBIAH, J.) These writ petitions have been filed with a common prayer seeking a mandamus to the Commissioner of Greater Chennai Corporation, the second respondent herein to grant hoarding licences to the petitioners based on their applications in Form-I.

2. Though very many contentions have been raised by the learned counsel for the petitioners in support of the prayer sought for in these writ petitions, now it is submitted by the learned Additional Advocate General for the second respondent that the second respondent has passed orders on 7.9.2018 rejecting the applications of the petitioners. She has also produced the additional typedset containing the copy of the orders despatched to the petitioners.

However, the learned counsel for the petitioners submitted that the petitioner in W.P.No.16756 of 2017 had submitted the Form-I applications on 14.11.2016, 17.11.2016, 24.11.2016, 16.12.2016 and 19.12.2016 for 23 locations; the petitioner in W.P.No.16757 of 2017 had submitted the Form-I applications on 28.12.2016, 04.01.2017, 09.02.2017 and 09.03.2017 aggregating to 11 locations; the petitioner in W.P.No.16758 of 2017 had submitted the Form-I applications on 28.12.2016, 03.01.2017, 09.01.2017 and 11.04.2017 aggregating to 20 locations and the petitioner in W.P.No.16759 of 2017 had submitted the Form-I application on 01.02.2017 for one location, with all the necessary documents as required under the Rules. Only after the intervention of this Court, the second respondent has now rejected the applications of the petitioners, without assigning any reason, after an enormous delay.

4. Be that as it may. When the second respondent has now passed final orders rejecting the applications of the petitioners for grant of hoarding licences, the petitioners have to work out their remedy by challenging the order of rejection in appropriate proceedings. Hence, these writ petitions are closed with liberty to the petitioners to challenge the orders of rejection in appropriate proceedings, if so advised. No costs.
