Writ Petition filed under Article 226 of the Constitution of India seeking issuance of a Writ of Mandamus, directing the 2nd respondent to release the document i.e., supplementary MOD dated 21.02.2025 which was presented for registration and the same was acknowledged by the office of 2nd respondent in receipt no. 4366/2025 in Doc. No.P/Palladam/37/2025 on the file of 2nd respondent office which was executed by the petitioners within a stipulated period of time.

O R D E R
This writ petition has been filed for issue of a writ of mandamus directing the second respondent to release the supplementary MOD dated 21.02.2025 that was presented for registration within a time frame fixed by this Court.
2. When the writ petition came up for hearing on 17.04.2025, this Court directed the learned Additional Government Pleader appearing on behalf of the respondents 1 and 2 to take instructions.
3. When the writ petition was taken up for hearing today, the learned Additional Government Pleader, based on written instructions received from the second respondent submitted that the subject property is a patta land and a communication has been received from the third respondent.
4. In view of the same, the District Registrar is now in the process of fixing the guideline value for the property. Hence, some time is required to fix the guideline value in order to collect the stamp duty and registration charges.
5. This Court suo-motu impleads the District Registrar, Tiruppur as fourth respondent in the writ petition. 3/6
6. Mr.U.Baranidharan, learned Special Government Pleader, accepts notice for fourth respondent.
7. Considering the submissions made on either side and taking note of the written instructions received from the second respondent, there shall be a direction to the District Registrar, Tiruppur, to fix the guideline value for the subject property within a period of six weeks from the date of receipt of a copy of this order. On such fixation of the guideline value, the document presented for registration by the petitioners shall be registered after collecting necessary stamp duty and registration charges, if any.
The Writ Petition is disposed of in the above terms. There shall be no order as to costs.
