" After the matter was heard, learned counsel for the petitioner submits that he may be permitted to withdraw the writ petition to enable him to file a better writ petition in case the law so permits challenging the vires of the provision.

The writ petition is dismissed as withdrawn.

No costs. Consequently, connected miscellaneous petition is closed."
