ORDER

Heard Mr.K.S.Karthik Raja, learned counsel for the petitioner and Mr.S.Gunasekaran, learned Government Advocate appearing for the respondent.

2. The petitioner has filed this writ petition challenging the endorsement made by the respondent dated 16.07.2014. The petitioner applied for a family card and without conducting any enquiry as regards the petitioner's place of residence, the respondent has merely rejected the same mentioning "js;Sgo". If the respondent finds that the petitioner is not permanent resident in the above said address, then he has to pass a speaking order as to on what basis the respondent came to a conclusion that the petitioner is not residing in the said premises. The petitioner has produced the family card issued in the year 2005 and also Voter ID Card issued by the Election Commission of India.

3. In the light of the above, the respondent is directed to enquire into the matter and pass a speaking order on merits and in accordance with law as expeditiously as possible. 4.The writ petition is disposed of with the above direction. No costs.
