ORDER

The petitioner lodged a complaint on 18.06.2019 for missing of her husband and a case in Crime No.842 of 2019 registered.

2. The contention of the petitioner is that the petitioner is married to her husband 13 years before and out of the marriage, they had two daughters and one son. On 17.06.2019 at about 8.19 a.m., her husband received a call from mobile No.9840597272 which belongs to one Devaram, who had threatened her husband. The said Devaram had some issues with her husband and he earlier came to the house and threatened him. He had also threatened the family members of the petitioner. Following the threat by Devaram, the petitioner's husband found missing and the petitioner apprehends that the said Devaram is the reason for abduction and missing of her husband. Though a complaint was given with all details, no action has been taken. Further the petitioner also gave family members details to the respondent police but the respondent police has not taken any effective steps for the past 7 years.

3. Today, a status report filed by the Inspector of Police, Mangadu Police Station informing that the details of mobile phone No.9840597272 collected and verified. Further the police also collected CDR report of the missing person, Nemichandh, to verify call details. On 23.06.2019, the respondent police collected CDR reports of the relatives of Devaram, namely, Indhira and Priya to verify their call details. Subsequently, on 01.07.2019, the respondent police uploaded the details on Facebook and published the same in newspapers. Thereafter, the respondent police issued public notices to the TV channels, bus stops, temple areas, railway stations and control room, but no clue was obtained.

4. Today, the learned Government Advocate produces the call detail records of Devaram and Indhira for the period from 06.07.2019 to 29.07.1029. The specific case of the complainant is that from 17.06.2019, the petitioner's husband received threatening calls and thereafter, he was found missing. For what reason, the call details from 06.07.2019 collected, there is no answer and this collection is also unnecessary. The relevant period would be few days before and after the date of missing, i.e., 17.06.2019. This confirms how in a perfunctory manner, the investigation in this case so far conducted.

5. This Court is not happy with the manner in which the investigation is so far conducted. Hence, the investigation in Crime No.842 of 2019 pending on the file of respondent is transferred to the file of Assistant Commissioner of Police, Poonamallee, who shall take up further investigation, continue the investigation and file final report within a stipulated period. The Deputy Commissioner of Police, Avadi to monitor the investigation. In any event, final report to be filed within a period of six months from the date of receipt of a copy of this order.
