O R D E R

The relief sought for in the present writ petition is to direct the respondents 1 and 2 to consider the petitioner's representation, dated 19.01.2023, for conducting an enquiry, and pass appropriate orders on the petitioner's representation.

2.The complaint submitted by the writ petitioner to cancel the sale deed under Section 77-A of the Registration Act on 19.01.2023 is incapable of being adjudicated by the competent Registering Authority. The complaint submitted must contain the details regarding the fraudulent activities or the manner through which any impersonation is committed. At the outset, the reasons for cancellation must be elaborated with supportive documents and such reasons must be proper and capable of being adjudicated by the competent authorities. A blanket complaint is incapable of being adjudicated and therefore, the High Court cannot issue a direction

to adjudicate such complaints wherein no details are provided regarding the allegations of fraud or impersonation. Reading of the complaint given by the writ petitioner on 19.01.2023 shows that the complaint is bereft of reasons and facts and thus, the petitioner is at liberty to submit a fresh complaint along with all supportive documents, establishing the allegations of fraud or impersonation, enabling the authorities to conduct an enquiry in the manner contemplated under the provisions of the Registration Act. 3.With these observations, this writ petition stands disposed of. No costs.
