Respondents (R4 impleaded vide order dated 09.6.2014 in M.P.No.1 of 2013) Petition under Article 226 of the Constitution of India praying for a writ of Mandamus directing the respondents to correct the results of High Jump Event - under 16 years of age - boys category of the 25th Tamil Nadu State Open Junior Athletic Meet, 2011, held at Jawaharlal Nehru Stadium, Chennai 3, between 14.10.2011 and 16.11.2011 and consequently, issue the corrected certificate with Annexure Forms to the petitioner.

The petitioner is one of the participant, along with the fourth respondent, in the competition conducted by the third respondent, sponsored by the second respondent. The petitioner made an allegation to the second respondent specifically alleging that the fourth respondent has produced a bogus birth certificate. The letter given by the Public Information Officer, Vellore Municipality to the petitioner dated 24.8.2012 also adds credence to the case of the petitioner as against the fourth respondent. On receipt of the legal notice issued on behalf of the petitioner dated 28.9.2012, the second respondent has referred the matter to the third respondent as seen from the proceedings Na.Ka.No.7482/Ni.Apa-1/2012 dated 17.10.2012. It was followed by another representation dated 29.01.2013 and subsequently, by representation dated 11.3.2013. Despite the same, no action is forthcoming, the petitioner has come forward with this writ petition.

2. Unfortunately, the same position continues even before this Court, as there is no representation on behalf of the third respondent.

3. Considering the same, a direction is issued to the third respondent to pass appropriate orders after due enquiry on the letter of the second respondent dated 17.10.2013 and the subsequent representations of the petitioner dated 29.01.2013 and 11.3.2013, after due notice to the petitioner and the fourth respondent within a period of eight weeks from the date of receipt of a copy of this order. No costs.
