Respondents PRAYER : Petition filed Under Article 226 of the Constitution of India praying to issue Writ of mandamus to direct the third respondent the Bharathiar University, Coimbatore, to grant qualification approval forthwith to the 32 teaching staff (Name List annexed) in the petitioner's college.

By consent of the learned counsel on either side, the writ petition is taken up for final disposal.

2.Heard Mr.Isaac Mohanlal, learned Counsel appearing for the petitioner and Mr.R.Vijayakumar, learned Additional Government Pleader appearing for respondents 1 & 2. Though notice has been

served on the third respondent and their name is printed in the cause list, none appeared for them.

3.The petitioner seeks for issuance of writ of mandamus to direct the third respondent the Bharathiar University, Coimbatore, to grant qualification approval forthwith to the 32 teaching staff (Name List annexed) in the petitioner's college.

4.It is stated that petitioner College is a recognised educational institution and from 1982, the College was affiliated to the Bharathiyar University, Coimbatore and now accredited with 'A' Grade by NAAC. It is further stated that several posts of teaching posts in the College fell vacant in the recent years due to the retirement of previous incumbents. Therefore, they submitted proposals to the third respondent University for getting 'Qualification Approval' for 32 teaching staff appointed as against the sanctioned posts fixed by the second respondent vide their proceedings dated 28.10.1999 and they have also submitted entire particulars as sought for by the third respondent. The petitioner College has also submitted representations dated 17.03.2014, 19.06.2014, 27.06.2015 and 03.07.2017, to the third respondent University to consider their request for approval of the qualification of the 32 teaching staff who have been appointed by them College.

5.Since the matter is under consideration by the third respondent, the third respondent is directed to consider the petitioner's request for approval of the qualification of the 32 Teachers after verifying all the documents produced and if necessary call for fresh particulars and pass a reasoned order on merits and in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order.
