The learned counsel for the petitioner would submit that the Ox is used for running a cart and it is the sole source of the livelihood of the petitioner and on account of the act of the 2nd respondent, he is extremely finding it difficult to make both ends meet and in this regard, submitted a representation dated 26.05.2016 to the 2nd respondent and since no orders are passed, the petitioner is constrained to approach this court by filing the present writ petition.
