ORDER

The present Writ Petition has been filed seeking the issuance of a Writ of a Mandamus directing the first respondent to grant regular promotion to the petitioner as headmaster in the second respondent school with effect from 1.04.2015 by considering his representation dated 03.03.2026 and grant him all consequential benefits.

The case of the petitioner is that he was appointed as a Secondary Grade Teacher on 14.08.1996 in MES Government Aided High School, Karaikal, in a sanctioned grant-in-aid post under the Government of Puducherry. He was subsequently promoted as a Trained Graduate Teacher on 14.12.2009, and the said promotion was duly approved by the Directorate of School Education.

Upon the retirement of the regular Headmaster on 31.03.2015, the petitioner, being the senior-most Trained Graduate Teacher, was placed in-charge of the post of Headmaster with effect from 01.04.2015. The Directorate also authorized him to perform all administrative and financial functions of the Headmaster, and he has been continuously serving as In-charge Headmaster since then.

As no regular promotion to the post of Headmaster was granted despite his long service in the said capacity, the petitioner submitted a representation dated 03.03.2026 to the first respondent seeking regular promotion as Headmaster with retrospective effect from 01.04.2015. Since no orders have been passed on the said representation, the petitioner has approached this Court seeking appropriate directions to the respondents to consider and dispose of the same in accordance with law.

5. Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader (P) appearing for the first respondent.

6. Considering the facts and circumstances of the case and the submissions made by the learned counsel appearing for both sides, this Court directs the 1st respondent / Director of School Education, Puducherry, to consider the representation of the petitioner dated 03.03.2026 seeking regular promotion as Headmaster with retrospective effect from 01.04.2015 and pass appropriate orders, on merits and in accordance with law, within a period of eight (8) weeks from the date of receipt of a copy of this order.
