ORDER

The petitioner has come up with the present writ petition, for a Mandamus, directing the first respondent to conduct enquiry and take necessary action against the second respondent by considering the petitioner's representation dated 24.03.2017. 2.It is the case of the petitioner that he registered with the second respondent for part time Ph.D course and paid the necessary fees. Thereafter, he came to know that the second respondent is not a deemed University. When he questioned the same, his registration was suspended by the second respondent, without any prior notice. Hence, the petitioner submitted a representation dated 24.03.2017 to the first respondent, https://hcservices.ecourts.gov.in/hcservices/

requesting to conduct enquiry and take immediate action against the second respondent. However, till date, no steps have been taken by the first respondent, which compelled the petitioner to approach this Court with the present writ petition for the above stated relief.

3.Heard the learned counsel for the petitioner and the learned counsel appearing for the respective respondents. 4.Considering the facts and circumstances of the case and having regard to the submissions made by the learned counsel on either side, this Court, without expressing any opinion with regard to the merits of the claim made by the petitioner, directs the first respondent to consider the representation of the petitioner dated 24.03.2017 and pass appropriate orders, on merits and in accordance with law, after affording an opportunity of personal hearing to the petitioner as well as all the other parties, if any. Such exercise shall be completed within a period of six weeks from the date of receipt of a copy of this order.
