Ezhilarasan, learned counsel appearing for the first respondent/writ petitioner and Mr.S. Kamalesh Kannan, learned Government Advocate appearing for the other official respondents.

2. In the light of the fact that the channel in question originally ran across the petitioners' land and according to the 1st respondent/Writ Petitioner, the same has been closed unauthorisedly, this Court is of the considered view that the presence of the petitioners is necessary for effective adjudication of the issue involved in this Writ Petition. Therefore, this petition is ordered. The petitioners are arrayed as Respondents 8 and 9.
