Taking into consideration of the pendency of the application of the petitioner dated 19.8.2015 and without going into the merits of the case, a direction is issued to the second respondent to dispose of the application of the petitioner dated 19.8.2015, within a period of four weeks from the date of receipt of a copy of this order.

3. The writ petition is disposed of on the above terms. No costs.
