Writ Petition filed under Article 226 of the Constitution of India seeking a writ of mandamus directing the respondents 1 and 2 to conduct the enquiry in respect of the social status of the petitioner (Verification of Kattunayakan Scheduled Tribe Community Certificate, Ref: Letter No.7342/CV-4(1)/2014-3 dated 25/5/2015, Adi Dravidar and Tribal Welfare (CV-4) Department) and conclude the same at an earliest not later than three months.

O R D E R

(Order of the Court was made by SATISH K. AGNIHOTRI,J.,) With the consent of the parties, the main writ petition is taken up for final disposal.

2. This writ petition is filed to direct the respondents 1 and 2 to conduct the enquiry in respect of the social status of the petitioner (Verification of Kattunayakan Scheduled Tribe Community Certificate, Ref: Letter No.7342/CV-4(1)/2014-3 dated 25/5/2015, Adi Dravidar and Tribal Welfare (CV-4) Department) and conclude the same at an earliest.

3. On a perusal of the pleadings and documents annexed thereto, it appears that the petitioner's application for verification of the Community certificate, is pending consideration, before the State Government. The Secretary to the Government, Adi Dravidar and Tribal Welfare (CV2) Department, vide communication dated 25th May, 2015 had called upon the District Collector, Kancheepuram District, to submit several documents in original. A copy of the same is also enclosed herein. By this petition, the petitioner seeks a direction to the respondents 1 and 2, to conduct an enquiry in respect of the social status of the petitioner. According to the learned counsel for the petitioner, the petitioner has already retired from service and awaiting settlement of terminal benefits.

Without going into the merits of the case, the District Collector, Kanchipuram and the Revenue Divisional Officer, Kanchipuram are directed to comply with the communication of the first respondent dated 25th May, 2015, at the earliest. In turn, the State Level Scrutiny Committee is also directed to consider the issue on merit and in accordance with law and take a final decision, as expeditiously as possible.
