Heard the learned counsels appearing for the parties concerned.

2. This writ petition has been filed praying that this Court may be pleased to issue a writ of Mandamus directing the respondents to appoint the petitioner, based on his seniority, in any one of Government presses in the State of Tamil Nadu, considering his representation, dated 21.7.2012.

3. The petitioner has stated that he is a physically challenged person. He has completed 10th standard during the year, 1996. Thereafter, he had joined a course conducted by the second respondent to qualify himself as a book binder. He had also registered his name in the employment exchange. In spite of the representations sent by the petitioner, he has not been considered for being appointed in the Government presses in the state of Tamil Nadu, even though he is fully qualified to be so appointed.

4. A counter affidavit has been filed on behalf of the third respondent. It has been stated that various qualifications had been prescribed for being

appointed in the Government presses in the State of Tamil Nadu. It has been prescribed that the candidate applying for such employment should have passed the S.S.L.C. examination or its equivalent qualification. However, the petitioner had failed in his S.S.L.C. course. Therefore, the petitioner cannot be considered to be appointed, as prayed for by him, in the present writ petition.

In view of the averments made in the counter affidavit filed by the third respondent, it is clear that the petitioner does not possess the necessary educational qualifications to be appointed in the Government presses in the State of Tamil Nadu, as a book binder. In such circumstances, the relief prayed for by the petitioner in the present writ petition cannot be granted. Hence, the writ petition stands dismissed. No costs.
