Writ petition is filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the 1st respondent herein to appoint a higher level officer, who is higher in rank than the 3rd respondent herein as a Preliminary Enquiry Officer to conduct a detailed enquiry in regard to the allegations pertaining to the implementation of Total Sanitation Campaign in Virudhunagar District, conducted under the directions and supervision of the 3rd respondent herein and to submit the fact finding report to the 1st respondent herein so as to ascertain as to whether at all any disciplinary action has to be initiated in this regard, prior to intimation of any action against the petitioner herein.
