2. Heard the learned counsel for the petitioner and the learned counsel for R2 and R4 and learned Government Advocate for R7 to R10. There is no representation for R1,R3, R5, R6, R11 and R12.

3. Being satisfied with the reasons stated in the affidavit filed in support of this petition, this petition is ordered accordingly and the delay is condoned.
